PLWA POSITION
ON SUPPORT/OPPOSITION STATEMENTS FOR ISSUES RELATING TO PUBLIC LAND & WATER ACCESS ISSUES
Background/Purpose: PLWA often receives requests from other non-profit organizations to sign-on to support/opposition letters related to proposed legislation, agency rule-making/regulations, conservation acquisitions, fish and wildlife conservation projects and other types of proposed actions and efforts that are related to public access, lands and waters. These requests are typically time-sensitive and thus cannot be handled via the regular quarterly Board meeting process. This policy sets forth the process the PLWA Board will follow in taking positions on such requests. This policy applies to matters that are not initiated by PLWA.
Support Requests that do not involve PLWA funding: A 72-hour minimum notice period is required for Board consideration of any request that does not involve potential PLWA funding. At a minimum, five (5) Board members must consent to a request, either by phone or email to the Executive Director, in order to constitute approval. If any Board member objects to a request, the request cannot be considered under this expedited process. It could, however, be considered at the next regularly-scheduled meeting of the Full Board. The Board may choose to consent to an expedited request under certain conditions, such as a change in the language of a support/opposition proposal.
Support Requests that might involve PLWA funding: Any request involving potential PLWA funding requires 14-day advance notice. The PLWA Finance Committee will first consider these requests. After Finance Committee consideration, the request will advance for full Board consideration, to be handled either at the next regularly scheduled Board meeting, or by email or phone meeting voting process if urgency requires earlier consideration.
